TRANSFORMASIE VAN LANDBOU HOOG OP AGENDA

Tuis

TRANSFORMATION IN AGRICULTURE HIGH ON THE AGENDA

Home

From an agricultural perspective, the Budget Speech confirms governments commitment towards expediting land reform and increased support for newly established farmers.   Hopefully these appropriations will relief clearly identified constraints that limited progress in the past.   For established commercial farmers, there was little news in the speech.

The Budget confirms Governments commitment towards a moderate expansionary fiscal policy introduced in 2001 allowing for increases in social spending and infrastructure investment, a stable tax burden and declining debt service cost relative to GDP.   Government also recognises that it will need to seek a better balance between growth in welfare spending and in their investments in education and infrastructure development.   This approach increases confidence and also has direct and indirect benefits for agriculture.

The Budget Speech makes reference to the already announced R250 million appropriation for drought relief in the present financial year.   It is already known that only a portion of this flows to commercial agriculture and it could be expected that a further appropriation will be needed in the coming financial year.

In pursuit of more equitable land ownership patterns, the land reform and restitution programmes receive an additional R700 million.   Allocations to the Department of Land Affairs had increased from R770 million to R1,7 billion between 2001 and 2003/2004.   It is expected that spending on the land restitution programme alone may increase to R1,4 billion in 2006/2007.

Those benefiting from the Land Redistribution for Agricultural Development (LRAD) programme a grant of R750 million will be transferred over the next three years to provincial agricultural departments.   Insufficient funding for this programme was a major constraint for progress in the past year.

It is a clearly identified need to improve the support services required by newly established farmers.   Hopefully these appropriations will contribute towards maintaining the productive capacity of land and the success of beneficiaries.

Minister Manuel kept to his promise to further increase the rebate on diesel fuel for certain industries, including agriculture.    The added cost of the general fuel levy and Road Accident Fund Levy is cushioned by this increased rebate.

As in the past years, the fiscal authorities are leaning heavily on the tax income generated from duties on alcoholic beverages and cigarettes.    The Budget Speech acknowledges that this policy has contributed to reducing consumption of tobacco products.   Inevitably it also has a negative impact on production at primary level as well as on job opportunities.
